A comprehensive training program will demonstrate to staff that they represent a key component of a successful quality assurance program based on QIS. At the same time, a training program creates the all-important "buy-in" that will be critical to a successful review.

The QIs have been an integral part of the long-term care survey process for many years, and facilities often view them as dreaded liabilities.

Through the efforts of the University of Wisconsin, the Hebrew Rehabilitation Center for Aged Research and Training Institute, LTCQ, Inc., Abt Associates, Inc., and others, many long-term care QIs have been developed and tested for reliability and validity.

(In the proposed guidelines, a waiver was allowed for QIs with no more than 2,000 direct and indirect accountholders.)

The second report, "Facility Quality Indicator Profile," details a single facility's performance for each of the Domains and QIs compared to all other facilities in the state.
